ARDIS was a nationwide wireless data network service provider. As a Major Account Manager for ARDIS, David sold the first nationwide wireless data network solution to United Parcel Services (UPS).

Since UPS was the very first nationwide client connected to the ARDIS network, it was discovered that the network embodied problems that had to be fixed quickly to keep UPS as a client. Consequently, David invested numerous hours on a daily basis meeting with network management personnel, software development teams, project management, and other key individuals to get the network problems fixed.

Conducted a comprehensive wireless needs assessment project for Boeing, and was involved in numerous other sales situations and played an instrumental role in helping the ARDIS sales organization execute significant airtime revenue contracts during its first two years of existence.

Through a long (approximately 43 years) and multifaceted career, David’s professional experience, while centered mainly in wireless communications, has been highly diversified in disciplines, markets, and positions of responsibility. As a result of excellent performances, he reached the level of Corporate Vice President and Division General Manager at Motorola with profit and loss responsibilities. These experiences are accompanied by a B.S. degree in Physics from Roosevelt University and a M.S. degree in Management Sciences from the Massachusetts Institute of Technology as a Sloan Fellow. He has been active with several educational institutions, such as a member of the Board of Trustees of Roosevelt University and a member of the Board of Advisors of City College of New York. He is a lifetime member of the National Organization of Black Law Enforcement Executives (NOBLE) and has been involved with a number of community organizations. The highlights of his professional experiences are:
- As a member of the Roaming Intelligence consulting firm, advised and assisted in the development and operation of a governance group in a six-county region to manage their interoperability communications initiatives. Participated in the communications operational needs assessment to determine emergency operations functionality, the use of wireless communications in the first responder community, and current and future wireless communications needs. Also participated in focus group studies in the region to capture stakeholder perspectives, concerns, and opinions about the planning, implementation, and operation of the regions communications interoperability solution.
- Consulted (pro-bono) with the National Organization of Black Law Enforcement Executives (NOBLE) to develop the organization’s five-year strategic plan.
- Developed a strategic plan to convert Motorola, an engineering-dominated organization, to become more marketing aware and to better appreciate the consumer business process.
- Evaluated, analyzed, and made recommendations to improve the state and local wireless communications system business. The recommendations resulted in the company adding significant resources and changing business processes to become an improved system integrator.
- Led introduction of the Motorola 800 MHz trunked systems to the state and local and federal market places. These systems have had significant impact on the need and satisfaction of interagency/interoperability communications.
- Led the sale and contract negotiations and oversaw the installation and customer acceptance of the first statewide 800 MHz trunked system to the State of Arkansas.
- Developed an operational systems center for selling 800 MHz trunked and other wireless communication systems to worldwide markets. The systems center has become an essential part of the system sales cycle. It has become the host environment for thousands of customers from all over the world.
- Initiated and led the Motorola Trunked User Group (MTUG) to assure trunked system customers were being properly serviced and heard. Since its inception, MTUG has grown significantly and has become an important set of eyes and ears to the system markets for Motorola.
- Was the Project Manager for the manufacture and implementation of deep space wireless communication systems and aircraft radar fire control systems.
- Consulted (pro bono) with the National Organization of Black Law Enforcement Executives (NOBLE) to develop the organization’s five-year strategic plan. Advised them on developing mission and vision statements, conducting a Strengths, Weaknesses, Opportunities, and Threat (SWOT) Analysis and establishing goals and objectives. The plan is complete and in operation. However, like all strategic plans, there are changes and revisions, so David continues to be involved.

- Roaming Intelligence is a wireless communications consulting company. The company’s suite of services includes advice and assistance in developing governance structures and guidelines, strategic plans, technical and operational needs assessments, system solution options and system procurement, implementation, test, and acceptance.
As Chairman of Roaming Intelligence, David’s responsibilities include the essentials of keeping the company viable, advising in marketing strategies, staying abreast of requirements for the national mandate for nationwide wireless communications interoperability, and contributing to the development and delivery of the company’s consulting services. His professional experience is a major contributor to such essential services as developing governance structures and guidelines, strategic planning and change management processes, and outreach programs to maximize communications interoperability awareness across jurisdictions, counties and states, etc. In his role as Chairman and senior advisor, Roaming Intelligence is assured of keeping pace with the changing and growing needs of the new communications interoperability paradigm.
Motorola
- Joined the Motorola University as Corporate Vice President responsible for corporate strategic initiatives.
- Developed a strategic plan to convert Motorola, an engineering-dominated organization, to become more marketing aware and to better appreciate the consumer business process. This involved working with managers and their people getting them to better understand channel management, product improvement, customer service, brand management, product development, and other aspects of the consumer business process, and the need to include these processes in their procedures.
- Evaluated, analyzed, and made recommendations to improve the state and local wireless communications system business. The analysis began with the way in which the systems were marketed through responding to RFPs, system design, contract negotiations to final system implementation, and customer signoff. The results of these efforts contributed to the company adding significant resources to become an improved system integrator.
- Led the initiative to move Motorola to the Internet to keep pace with the new business paradigm. Doing business over the Internet is now commonplace. However at that time, the risks and other issues were not understood which created a reluctance to participate. This initiative created the awareness and identified the potential to get the ball rolling.
Corporate Vice President and General Manager, Motorola Federal Markets Division
- As General Manager, David managed the sale and implementation of wireless voice and data communication systems to federal agencies and Department of Defense members, such as the Air Force, Army, and Navy. He was successful in making customers more aware of the advantages of wireless data to supplement wireless voice requirements.
Vice-president and Operations Manager, Motorola State and Local Sales
- One of David's major achievements in Motorola's state and local sales was leading the introduction of Motorola 800 MHz trunked systems to the marketplace. Customers were in need of wireless communications that would give them needed capabilities such as interagency communication and dynamic regrouping to better handle disasters such as airplane crashes and day-to-day Incident Command and Control. Conventional systems fell short of this need. Moreover, under David's management, 800 MHz trunking became the company's major system offering for the state and local marketplace and other markets as well.
- Developed an operational system center for selling 800 MHz trunked and other wireless communication systems to worldwide markets. Because of the complexity of 800 MHz trunked and other wireless systems, a system center of this type was essential. Over the years, the system center has become an accepted part of the system sales cycle. It has hosted thousands of customers from all over the world.
- To be certain that customers who bought 800 MHz trunked systems were being properly serviced and heard, David originated the Motorola Trunked User Group (MTUG). Since its inception, it has grown significantly and has become Motorola's eyes and ears to the marketplace.
Product Manager, Motorola Base Station Products
- As Product Manager, David managed the development, design and manufacture of base station products. He was responsible for Marketing, Engineering Development and Design, and Manufacturing. Since so many wireless communication systems included base stations, this assignment was a great introduction to state and local and other wireless communication markets.
Project Manager, Motorola Government Electronic Group
- In this assignment, David managed the manufacturing and implementation of deep space communication systems. As in any other Project Management responsibility, David was the customer's contact at Motorola assuring that the manufacture, test, and delivery of the system was proceeding as scheduled. As Project Manager he led the response to the RFP and negotiated the contract with the customer. He was held responsible for the success or failure of the project.
